Why Standardization Enables the ‘Law of Scale’: The Three Pillars of Physical AI—Hardware, Data, and Evaluation
Scaling Physical AI is bottlenecked by heterogeneous hardware, unstructured data, and misaligned evaluation. We define standard interfaces and minimum performance/safety metrics across a three-stage pipeline (acquisition–training–evaluation) and specify determinism/telemetry requirements for edge AI semiconductors. We propose action token/command APIs, time synchronization/latency-robust design, and open benchmarks to improve reproducibility and transfer. Based on this, we present a multilateral cooperation plan and interoperability demos spanning Korea, the US, the EU, and China.

Kai WEICAICT / Director of AI Research Institute
Mr. Kai WEI is the Director of the Artificial Intelligence Research Institute at the China Academy of Information and Communications Technology (CAICT). He also serves as the Chairman of the Big Data and Artificial Intelligence domain at the Academy. Additionally, he leads the General and Strategic Working Group of the Artificial Intelligence Industry Alliance (AIIA) and the domestic corresponding group for ITU-T Study Group 16. His research interests include technologies related to artificial intelligence and big data. He has published over 20 academic papers and led the completion of more than 40 standards.

Scott CadzowETSI / Director
Scott Cadzow was chosen by his peers in 2023 to receive the coveted ETSI Fellowship award in recognition of this contribution to the global standards over a near 30 year involvement at ETSI. This reflects the roles taken as chair, vice-chair, rapporteur and contributor to a wide swathe of standards, often but not exclusively in the security domain, and including TETRA security for public safety organisations, methods for security development that embrace and extend Common Criteria, Risk analysis, and security requirements engineering). He currently holds the position of chair of the ETSI ITS Security group, chair of ETSI's Securing AI group (SAI), vice-chair of ETSI's eHEALTH group and has stepped down as chair of ETSI's ISG for Encrypted Traffic Integration having successfully transferred that work into the TC CYBER portfolio.
Scott has also contributed to reports from ENISA on network resilience, supply chain integrity and on measures to counter internet bullying. Away from standards Scott has been involved in a number of projects expanding the technical definition of smart cities and looking at the integration of ITS to smart-city fostering a personal geographic model that takes the concept of the Local Dynamic Map (user centred mapping) to a new city wide and truly personal level.

Guillem Martinez RouraITU / AI & Robotics Program Officer
Guillem Martinez Roura is the Artificial Intelligence (AI) and Robotics Programme Officer at the International Telecommunication Union (ITU), the United Nations specialized agency for digital technologies.
